Elections for the Japanese House of Councillors were held in Japan in July 1989. The election result was a setback for ruling Liberal Democratic Party (LDP) because of the Recruit scandal 3% of consumption tax issue and involvement of Prime Minister Uno Sousuke in a sex scandal. The Social Democratic Party of Japan (SDPJ) emerged as the major winner. However party could not make it permanent in July 1992 House of Councillors election by receiving fewer seats than the previous elections.
