William Floyd Bill Clinger Jr. (born April 4 1929) is a former Republican member of the U.S. House of Representatives from Pennsylvania.Clinger was born in Warren Pennsylvania. He attended the public schools there and graduated from The Hill School Pottstown Pennsylvania in 1947. He received a B.A. from The Johns Hopkins University in Baltimore Maryland in 1951 and an LL.B. from the University of Virginia in Charlottesville Virginia in 1965.
