Webster Talcott Clarke served as the eleventh Mayor of the village of Elkhorn Manitoba Canada. Born in 1867 at Bloomfield Prince Edward County Ontario Clarke came to Manitoba in 1888 and settled at Elkhorn in 1914. Clarke was first elected to Village Council in 1923 and became mayor in 1925.
