Theodorus Theo Heemskerk (20 July 1852 in Amsterdam – 12 June 1932 in Utrecht) son of Jan Heemskerk was a Dutch politician in the party ARP. From 1908 to 1913 Heemskerk was minister of the Interior and president of the Council of Ministers (a post later dubbed Prime Minister). Heemskerk is particularly known as the founder of the Dutch poverty and vaccination laws.
