The Highlands is a massive open-air shopping dining and entertainment complex along Interstate 70 in Triadelphia West Virginia 7 miles east of the city of Wheeling. It opened in August 2004 with the only Cabela’s within a 5-hour distance. It would explode in growth soon after and feature a J.C. Penney Target and Walmart as anchor tenants and over 50 shops and restaurants.
