Construction of Saginaw Bay Lighthouse began in July 1839 by Captain Stephen Wolverton. It would appear that Wolverton abandoned the work since the project was brought to completion under the direction of Levi Johnson of Cleveland in the fall of 1841. Exhibition of the light of the new lighthouse was on an undetermined date in September of 1841.
