Russell S. Gould is an American financier currently Senior Vice President at Wachovia. He was a member of California Governor Pete Wilson’s administration as Secretary of Health and Human Services (1991 – 1993) and as the Director of Finance (1993 to 1996). In 2005 he was appointed to a 12-year term as one of the Regents of the University of California by Governor Arnold Schwarzenegger.Gould joined Metropolitan West Securities in 1996; it was taken over by Wachovia in 2006.
