Rayful Edmond III (born November 26 1964 in Washington D.C.) is a notorious former drug kingpin who is largely credited with introducing crack cocaine into the Washington D.C. area. During this time period Washington D.C. was known as the murder capital because crack cocaine had ravaged the city to the point where people were afraid to leave their homes or take public transportation.
