Paul Raymond Hays (April 2 1903 Des Moines Iowa – February 13 1980) was a judge of the United States Court of Appeals for the Second Circuit.Hays obtained bachelor’s and master’s degrees from Columbia University and then graduated from Columbia Law School in 1933. He served as legal counsel to the National Industrial Recovery and Resettlement Administration during 1934-1935.
