Paco Rosendo Moncayo Gallegos (born October 8 1940 in Quito) is a former Mayor of Quito Ecuador and a retired General of the Army.During his military career he was involved in the Alto Cenepa War between Ecuador and Perú. In 2000 Paco Moncayo was elected Mayor of Metropolitan Quito on behalf of the Party of the Democratic Left being re-elected for a second term in 2004.
