Kay Halloran (Kathleen Chapman) was elected as the mayor of Cedar Rapids Iowa United States in November 2005. She is a Democrat and former state legislator and a member of the Mayors Against Illegal Guns Coalition an organization formed in 2006 and co-chaired by New York City mayor Michael Bloomberg and Boston mayor Thomas Menino.She was the first woman to enter into a private law practice in Cedar Rapids and is the city’s second woman mayor.
