Inessa Merkulova (born 9 November 1964 in Moscow) is a Russian dressage rider. She has represented Russia three times at the World Equestrian Games. She is also a two-times participant at the Dressage World Cup Finals (in 2002 and 2006).She has qualified for the 2014 Dressage World Cup Final in Lyon after finishing 3rd in the Central European League rankings.
