Gardner Robert Withrow (October 5 1892–September 23 1964) was a member of the United States House of Representatives from 1931 to 1939 and again from 1949 to 1961 when he did not seek reelection. Withrow was born in La Crosse Wisconsin and worked for the railroad and was involved in the labor union. He was a member of the Wisconsin State Assembly. From March 4 1931 till March 4 1933 he represented Wisconsin’s 7th congressional district in the 72nd United States Congress as a Republican.
