Francisco Raúl Villalobos Padilla (born February 1 1921) is a Mexican prelate of the Roman Catholic Church.Padilla was born in Guadalajara and ordained a priest on April 2 1949. He was appointed auxiliary bishop of the Roman Catholic Diocese of Saltillo on May 4 1971 as well as Titular bishop of Columnata and ordained bishop on August 4 1971. He was appointed bishop of Saltillo on October 4 1975 retiring from the post on December 30 1999.
