Charles Blakey Charlie Blackmar (April 22 1922 – January 20 2007) was a judge of the Supreme Court of Missouri from 1982 to 1992 and chief justice of the court from 1989 to 1991. Blackmar was appointed to the court by Governor Kit Bond.Blackmar graduated from Southwest High School in Kansas City Missouri.
