Littleberry Calhoun Allen Jr. was a two-term Democratic mayor of Shreveport Louisiana the state’s third largest city. From 1962-1970 he was the municipal public utilities commissioner. He also served some two months as a District B city council member after his election in the fall of 1990. The racially moderate Allen presided over a formerly segregated Shreveport but there was much unrest in the black community during his tenure. Public Safety Commissioner George W.
